I believe that licensing is only applicable to commercial entities (or anyone who uses them for profit) if the profit is $100k/year or greater. I personally don't know anybody that makes that kind of money with podcasting but thought I'd pass this along...

This means two very important things:
1. You are liable to pay licence fees if your revenue (not profit) exceeds the stated amount.
2. "Associated annual gross revenue" means it doesn't matter if you're not making money directly off podcasting (say by running a subscription-based podcast). If your podcast leads people to buy your product and your gross annual revenue is greater than $100,000 you are liable to pay licence fees.
Alcatel-Lucent won't go after the small players but if your annual income from anything related to your podcast is greater than $100,000 it is a good idea to get your lawyer to look at what needs to be done.
