I just did a show about this (that content is King, and PROMOTION is Queen - with "production" being a given). at http://schoolofpodcasting.com/if-content-is-king-what-is-queen/
Here are a few of my tips.
1. Where are your potential listeners? Go there. This could be a physical place, or a forum online. 2. Have samples ready. So if you go to a physical location have some CDs ready to hand out. 3. Business cards that point people to your website are vert affordable and you can leave them everywhere. People keep business cards, and when you hand someone a flyer you are basically saying, "Here YOU throw this away." I saw this in action at a football game last Friday with some guy handing out flyers at the game. 15 feet from where he stood was a trash can full of flyers. 4. Find other podcasts like yours and see if you can swap promos, or interview each other on each other's shows.
The bottom line is this: putting your show in iTunes is not enough (but listing in directories would be number 5).
