At podcamp ohio we had a sponsor (who provided the venue), we also had sponsors as we had t-shirts made, had lunch provided, etc.
If you just want to meet with no extras, you don't need much. We did have a registration system (but you could use eventbrite.com since its free). We had schedule speakers at certain times. We had rooms for the different speakers. We had different topics (some for beginers, some for more advanced).
I think what you are looking for is more of a "Meet up" (www.meetup.com) where people get to gether and just chat (which is what happens during the sessions and lunch at podcamp ohio).
You might try using www.meetup.com to see if anyone is interested (althought here in Ohio, we can't get people to show up).
