Without seeing the link, I can't be sure. But they were probably using oovoo.com, as Leesa Barnes shared before. It lets you do 6 webcam chats at a time. But it's not through Twitter. Twitter just lets you put a link in your messages.

A real podcast needs to have a special tag in its RSS feed called an enclosure tag - so that post wouldn't be considered a podcast, any more than any other page or post with a link to embedded media.

Still, it's a very cool way to get people to see what you've created. I click on stuff people send me if it interests me.
